web: improve label presentation

i think we should change how the labels are shown in the issue feed. as-is, i'm of the opinion that they crowd the issue subjects too much.

some raw, early, unformed ideas:

  • hide all labels behind an icon and show them on hover
  • put them on the same row as the author information, and:
    • make them smaller, or
    • hide them behind an icon (left side, maybe?)
