Convert all pipelines to nested, re-usable workflows

  • Set up two parent workflows: trunk and presubmit
  • Refactor all child workflows to be re-usable workflows
  • Remove extraneous triggers from all workflows

This will dramatically reduce noise when pipelines fail, preventing multiple emails to contributors.
