Migrate from dependabot to renovate

Renovate is independent from GitHub, and actually has some pretty great featues. I'd like to move to it for aggregated updates, instead of the individual ones that dependabot sends. Being independent from GitHub also aligns with a core tenet of git-bug, namely, the disassociation from any one particular platform.
