Enable `clippy::implied_bounds_in_impls` (#8906)

This PR enables the
[`clippy::implied_bounds_in_impls`](https://rust-lang.github.io/rust-clippy/master/index.html#/implied_bounds_in_impls)
rule and fixes the outstanding violations.
