Subject: [PATCH] ui: Fix swapped element background colors (#19701)

This PR fixes an issue introduced in
https://github.com/zed-industries/zed/pull/18768 where the element
backgrounds colors for `ElevationIndex::ElevatedSurface` and
`ElevationIndex::Surface` were swapped.
